past the hour. time now to take a look at the "morning papers." "the new york times," the obama administration secret arms shipments to qatar to help overthrow moammar gadhafi. according to "the times," some of those weapons were turned over to islamic militant groups. the support from qatar helped destabilize gadhafi's regime, but american officials remain concerned over where the arms ended up. >> "the wall street journal," egypt descending into political turmoil after another night of intense clashes on the doorsteps of the presidential palace. it's the largest confrontation since the revolution that overthrew hosni mubarak. critics say he's rushing through a constitution with an islamic agenda. >>> u.s. and russian senior diplomats will meet today with the united nations peace envoy for syria in an attempt to end the civil war there. this comes as pentagon sources tell nbc news there is intelligence suggesting the syrian government has loaded sarin gas into aerial bombs and awaiting command from president assad for its use. >>> and from our parade of papers, "the san francis

was a presidential election determined by tactics. when you have the obama campaign telling john heilemann, speaking of pot smoking, telling john heilemann, in the "new york" magazine, just telling him out-right, we are going to destroy mitt romney. we are not going to run on our record. we are going to make him an illegitimate candidate, and then they go out and they do that. as you said, romney's people let him do it, didn't respond appropriately. that's a tactic. when you have the obama people going to nine states and microtargeting just those nine states. if you're in 41 other states, you're irrelevant to them. i'm not mocking them. that's good. >> joe, i would say that the attacks on romney were a strategy, not a tactic. if i said a whiling a, jeff said i said romney couldn't run on his record. if i said that i misspoke, i meant obama couldn't run on his record, didn't try. that's why their campaign was to disqualify romney. i apologize if i said that wrong. but, look, remember 1984, when reagan ran for re-election, the economy was blowing and going. he never mentioned jimmy carter's name. you

. interesting. president obama and speaker boehner. nobody else. with 24 days before a year-end deadline, "the new york times" says boehner made the request to clear the negotiation room going forward, leaving it up to himself and the president to reach a deal to avoid automatic tax hikes and deep spending cuts. and while the two men may be negotiating privately, yesterday the president took his message to the public, visiting a local virginia family as a part of his my2k social media campaign, sitting around the kitchen table. he told the family he was optimistic. >> the message that i think we all want to send to members of congress is, this is a solvable problem. the senate has already passed a bill that would make sure the middle-class taxes don't go up next year by a single dime. just to be clear, i'm not going to sign any package that somehow prevents the top rate from going up for folks at the top 2%. but i do remain optimistic that we can get something done that is good for families like this one and that is good for the american economy. >> what great news, i think. don't you think so

to the most jeffersonian figure for the news. >> all right. we begin this morning with new urgency in the fiscal cliff negotiations with now just 21 days to reach a deal. that's three weeks. today president obama returns to campaign mode, taking his fiscal cliff message to detroit. yesterday the president and speaker boehner met privately at the white house. their first face-to-face meeting since they agreed last week to clear everyone else out of the negotiating room. neither side revealed anything about the meeting that was part of the agreement. only saying that the lines of communication remain open. but yesterday another influential republican, senator bob corker from the senate banking committee, said his party should consider the president's position on raising tax rates on the wealthy. >> there is a growing group of folks that are looking at this and realizing that we don't have a lot of cards as it relates to the tax issue before year end. i mean, we have one house, that's it. the presidency and the senate's in the democrats' hands. a lot of people are putting forth a theo

the buck stops, and that's where you get the negotiations going. we don't want to overlook, though, a new "washington post"/pew research poll that shows americans are blaming the problems of these negotiations on republicans. 53% are blaming congressional republicans. 27% are blaming barack obama. 12% are blaming both equally republicans are shouldering the blame by a 2-1 margin. and of those polled, 49% don't expect a deal to be reached by a deadline compared to 40% who do. here we have, again, a serious problem with republican branding. and branding comes from reality. people -- their natural instinct is to blame the republican party when standoffs like this occur. >> i'm surprised the number of 53% is that low. i would think it would be much higher than that. people get their news of politics today through television. so they see the republicans going after susan rice for four or five weeks or for three or four weeks. they now see the republicans seemingly standing in the way of a deal that could cost them in terms of their paychecks, money coming out of their paychecks at the expense
